為幫助自費(fèi)出國留學(xué)人員正確選擇國外學(xué)習(xí)學(xué)校，加強(qiáng)對自費(fèi)留學(xué)中介活動的監(jiān)管，引導(dǎo)自費(fèi)留學(xué)中介機(jī)構(gòu)與國外正規(guī)學(xué)校開展合作，教育部公布了33個(gè)我國公民主要留學(xué)國家1萬多所學(xué)校名單，基本涵蓋了我公民主要留學(xué)目的地國正規(guī)高等學(xué)校。所公布名單根據(jù)有關(guān)情況定期調(diào)整，目前為第二十三版。本名單截止日期為2012年2月7日。
    一、基本情況
    根據(jù)美國憲法規(guī)定，各州政府負(fù)責(zé)注冊并審批各類高等院校，但各院校是否被社會所認(rèn)可則取決于政府承認(rèn)的認(rèn)證機(jī)構(gòu)的認(rèn)證。
    美國高等院校包括公立與私立兩種。主要實(shí)行二年學(xué)制或四年學(xué)制，二年制的多為技術(shù)專科學(xué)校和社區(qū)學(xué)院。據(jù)統(tǒng)計(jì)，目前美國各類高等院校有3600多所。
    美國高等院校的質(zhì)量認(rèn)證一般由專業(yè)認(rèn)證機(jī)構(gòu)負(fù)責(zé)，經(jīng)美國教育部認(rèn)可的專業(yè)認(rèn)證機(jī)構(gòu)主要有六大區(qū)域認(rèn)證機(jī)構(gòu)及近百個(gè)專業(yè)認(rèn)證機(jī)構(gòu)。聯(lián)邦政府通過認(rèn)證機(jī)構(gòu)間接起到對各院校的管理與規(guī)范。全美高等教育認(rèn)證委員會(CHEA)是協(xié)調(diào)并審核認(rèn)證機(jī)構(gòu)的專業(yè)機(jī)構(gòu)。 通過區(qū)域性認(rèn)證協(xié)會或其它專業(yè)認(rèn)證機(jī)構(gòu)的認(rèn)證，各院?？蓪?shí)現(xiàn)學(xué)分相互轉(zhuǎn)換，所頒發(fā)的學(xué)位證書或文憑證書能獲得社會的廣泛認(rèn)可。
