政府“三公經(jīng)費”支出是否合理是社會高度關注的焦點問題。新簽署的《機關事務管理條例》規(guī)定，超預算、超標準開支“三公經(jīng)費”或者挪用其他預算資金用于“三公消費”情節(jié)嚴重的，由任免機關或者監(jiān)察機關對責任人員給予降級或撤職處分。

    Officials face removal from their posts if they are found overspending on vehicles, receptions and overseas trips, according to new regulation released on Monday.
    周一發(fā)布的《機關事務管理條例》規(guī)定，將給予三公（公務招待、公車、及因公出國）消費超支的官員撤職的處分。
    上面報道中的overspend就是“超支”，即花費超過預算，類似用法還有overspend one's income（入不敷出）?！叭奔础肮珓照写?、公車、及因公出國”，英文用“official receptions, vehicles and overseas trips”來表示。新條例規(guī)定須將三公消費納入預算，超支或是misappropriates funds from other budget items（挪用其他預算資金）用于三公消費的官員可能面臨demotion（降級）或removal from post（撤職）處分。
    在公車使用方面，條例規(guī)定不得retain more official vehicles than the allowed quota（超編制配備公務用車）、不得spending more than allowed on official cars（超標準配備公務用車）、不得為公務用車增加high-grade configuration（高檔配置）或者豪華interior decoration（內(nèi)飾）等。
